Joshua joined SPI in 2020 as Consultant. He works across SPI’s portfolio, providing project management expertise, in-depth research and project delivery.
Joshua has particular expertise in evaluation and impact studies. He has undertaken social, economic and cultural impact evaluations for the European Commission, the British Film Institute (BFI), British Council, the Greater London Authority, as well as for film commissions globally. These evaluations assessed the impact on individuals, organisations, companies, regions, as well as the cultural and creative industries as a whole.

He is also contributing to SPI’s work on the UK national R&D project, CoSTAR, which is supporting technological advancement in the screen and games sector.
His past SPI projects include economic impact assessments of the film production sector in Brazil, Norway, New Zealand and New Mexico; production capacity assessments in Greater São Paulo, the US State of North Carolina, and the US State of Maine, as these markets look to attract international film production; and a nationwide skills review study of the UK’s animation, post-production, video games and VFX and emerging tech sectors. He also project-managed research and strategy studies for Screen Cornwall, the Arctic Indigenous Film Fund, and the International Sami Film Institute.
Joshua holds a master’s degree from King’s College London in the Cultural and Creative Industries. Here he developed a strong grounding in all aspects of research, including quantitative and qualitative research design and analysis. He was previously at BOP Consulting, where his projects ranged across the arts, digital and cultural sectors.
