The 2024 Global Film and Television Production Incentives White Paper, commissioned by the Motion Picture Association (MPA), builds on the original report published in 2019, and provides up-to-date analysis of global production trends, the role of incentives in stimulating production, detailed insight into their impacts, and how these impacts are measured.

Production incentives globally follow a set of common principles, but with tailored rules and objectives based on local priorities. The White Paper provides a detailed overview of the key design features across incentives, and provides a survey of the wide range of impacts that they can generate.
